The control of junk traffic is a subject which requires

much consideration. To make it very clear it must be explained

that there are two kinds of papers tesued to Junke:-

Certificate of Measurement.

Annual License.

Junks under Certificate of Measurement are compelled to enter and clear each trip at the Harbour Office if anchored in

Victoria or at the District Officer'a Office if anchored at Yaumati,

Shaukiwan, Aberdeen, Shamshuipo and other places in the New Territories Cheung Chow, Tai 0, Saikung, Tal Po, Heep Bay &c.

Junke under an Annual License are granted a monthly apecial Permit under sub-section 10 of section 39 of the Merchant Shipping Consolidation Ordinance No.10 of 1899. With this monthly permit these junks are free to go and come where and when they please without

practically any control as they need not report during the validity of their certificate to any Harbour or District Office.

With such freedom of movement clandestine import trade is

an easy matter and an amendment to Ordinance 10 of 1899 is necessary by which the Junks trading under monthly Certificates should be made

to report their arrival to the authorities and have such certificates vised each trip.

All arrivals should be notified to the Harbour and Importe & Exporte Office stating nature of cargo i.e. wine, sugar, opium and/or general; special care being taken concerning wine and this should be verified from the Junka Pass Books issued by the Chinese Imperial #aritime Customs Stations which i should be demanded at the time of boarding and signed by the Boarding Officer in addition to the Harbour or District Offices.

A fixed time for working cargo should be instituted for the discharging and loading of all cargo by Junks and it would it is thought be quite sufficient for the trade if the Junks were to work cargo on week days from 9 a.m. to 5 p.m. and on Sundays and Holidays
